AGO Signs 5-Year Agreement with JFAO & UNISHKA

The Attorney General’s Office in Kabul has signed a five-year Memorandum of Understanding
(MOU) with the woman-run organization, JFAO and with the international anti-corruption
organization, UNISHKA.

Through this MOU, UNISHKA and JFAO will be implementing Systems Integrity Assessments,
Training, and Capacity Development for justice professionals across the country. “All of the
programs will be implemented with a gender-lens,” according to JFAO Executive Director
Mahfuza Folad. The program is funded by the United States Institute for Peace (USIP) and
underwritten by the Bureau of International Narcotics and Law Enforcement (INL). The primary
purpose of the project is to reduce opportunities for corruption and strengthen internal control
weaknesses.

UNISHKA has extensive experience investigating corruption in conflict environments such as
Afghanistan, Iraq, Libya, and The Balkans and hopes to impart that training to both the AGO and
JFAO. Simultaneously, JFAO has extensive experience in implementing rule of law and justice
programs focused on gender and equality issues. Together, these two organizations hope to reduce
the effects of corruption in the justice sector, especially for women.

Although COVID-19 has slowed the implementation of this project, it is moving steadily toward
completion. The initial report focused on the Anti-Corruption and Human Resources Departments
of the AGO will be completed within the next 30-60 days and will offer opportunities to enhance
internal controls and systems integrity
